The Enterprise Business Architect provides strategic business architecture leadership for Prime’s Integrated Specialty business. This role ensures alignment between business strategy, market segment strategy, and enterprise capabilities, enabling transformation initiatives that deliver measurable business value. This is a critical role in aligning strategic business objectives with operational execution across highly regulated healthcare domains such as Medicaid, Medicare, and Integrated Specialty services. This role supports the development and implementation of business capability models, business processes, operating frameworks, and transformation roadmaps that enable the client to deliver compliant, scalable, and member-centric solutions for Integrated Specialty.

This role owns the creation and maintenance of business architecture deliverables that communicate the current state, transition states and target state guidance and enable the evolution of the Integrated Specialty line of business. This role provides vision and leadership skills to align solutions to business outcomes and provide architectural oversight for strategic initiatives impacting Integrated Specialty products, processes, capabilities, and solutions.

Strategic Alignment & Planning

• Partner with segment leadership to define strategic goals, objectives, and initiatives supporting annual investment planning

• Identify and evaluate both external and internal business needs to determine the required business change in terms of business capability impact (problem definition, current state, target state analysis, gap and opportunity framing)

• Engage leadership to identify business and technology-enabled innovation opportunities that enable and drive business segment outcomes

• Assist in the development, management, and communication of the segment roadmap

• Develop, maintain, and evolve the architecture blueprint and business solution context (current state, transition state, and future state) for the segment

• Collaborate with senior leadership to define and align business strategies with operational plans specific to government programs

• Research and evaluate industry trends, technologies, and their application to solve complex problems, with a specific understanding of Integrated Specialty services

Leadership & Guidance

• Provide business domain and architecture guidance to segment management, architecture teams, and related disciplines

• Serve as a thought leader for enterprise business architecture practices within Integrated Specialty

• Serve as a liaison between business and IT stakeholders to ensure alignment.

•Business Architecture Development

• Apply structured business architecture techniques (e.g., capability modeling, value stream mapping) to describe business capabilities, processes, and information flows for Integrated Specialty

• Define current and target states, perform gap analysis, and frame opportunities for improvement

• Lead the analysis of the business-IT environment to detect critical deficiencies and recommend solutions for improvement

• Analyze existing business processes and systems to identify inefficiencies and areas for improvement, such as data analysis for root-cause investigations

• Partner with internal process improvement and recommend process transformation

•Solution Impact Analysis

• Determine impacted areas, assumptions, and implications of business capability changes across people, process, information, and technology

• Provide effort estimates, assist in proposal / business case development, and support project planning

• Identify initiatives, programs, and projects that realize business needs and advance the roadmap

• Translate business and user requirements into technical requirements, manage change, and serve as a subject matter expert

•Collaboration & Governance:

• Partner with capability owners, block leaders, and compliance teams to ensure architectural decisions support enterprise goals

• Participate in governance boards and architecture review forums to validate alignment and drive architectural maturity

• Monitor and consult on initiatives to ensure intended business value is achieved

• Collaborate with other business architects and actively participate in the continuous improvement of the business architecture services, deliverables and practice

• Ensure solutions adhere to architecture standards and patterns

Additional items to consider:

• Recommend initiative and programs structures that realize business needs, resolve the business problem, and moves the roadmap forward (description in terms of pillars, big rocks, enterprise goals/objectives/measures) as well as optimizes solution delivery

• Partner with business leaders and finance to develop business cases for the initiatives in the segment. Assist business in developing business value and solution cost estimates

• Provide business domain and business architecture guidance to business segment management, members of the architecture team and related disciplines

• Develop and maintain the business architecture context for the segment and segment personas (product, service, value streams, journey maps, capabilities, and solutions)

• Translate strategic goals into executable business architecture deliverables

• Lead architectural efforts for business segments including Integrated Specialty managed Medicaid and Medicare

• Ensure business change initiatives are aligned with federal and state regulations, including MITA 3.0, industry standards (i.e. NCPDP) compliance, and electronic data exchange mandates

• Support merger and acquisition initiatives, third-party solution integration, and client onboarding strategies

Additional Skills & Qualifications

Qualifications

• Bachelor's degree in a relevant field such as Business Administration or MIS; requires 5+ years of experience in business analysis

• 7+ years of experience in business architecture, solution architecture, or enterprise architecture roles

• Deep understanding of government healthcare programs and regulatory frameworks

• Experience with SAFe Agile, MITA, ITIL, and SDLC methodologies

• Strong facilitation, communication, and stakeholder management skills

Preferred Skills

• Familiarity with architecture frameworks such as BACOE, ArchiMate, and TOGAF

• Experience in highly regulated industries (healthcare, finance, government)

• Ability to lead cross-functional teams and influence strategic direction

• Proficiency in tools such as ServiceNow, SharePoint, and enterprise modeling platforms

• Strong analytical and critical thinking skills

• Experience with business process modeling, use cases, and gap analysis

• Proficiency in healthcare government programs, such as Medicaid and Medicare

• Excellent verbal and written communication skills

• Experience with technical leadership and managing complex projects or teams

• Ability to work with senior leadership and external stake

Pay and Benefits

The pay range for this position is $75.00 - $80.00/hr.
