The Protective Services Branch (PSB) for Accenture Federal Services (AFS) encompasses all Business Continuity, Crisis Management, Counterintelligence, Insider Threat, Risk Management, Badging, Construction Security, Guard Services and all Physical/Technical Security capabilities under the Security & Intelligence Directorate (S&ID). The branch is comprised of 10 widely dispersed full-time equivalent (FTE) roles, with additional contract guards and technical security vendors supporting approximately 15K employees across more than two dozen locations domestically. The manager serves as one of three Senior Program Managers under the S&ID structure and works in close collaboration with other AFS Functional partners such as Workplace, Information Technology (IT), Chief Information Security Officer (CISO), Legal, Human Resources (HR) and Marketing and Communications (MARCOM).

The manager will oversee daily operations and compliance in support of the protection of all AFS locations, personnel and operations in manner that meets or exceeds all government client obligations, industry standards and AFS policies. The manager will deliver programs that are proactive and preventative in nature, audit ready, and in full compliance with 32CFR part 117. Activities include facilitation and administration of the corporate Insider Threat Working Group (ITWG); executing direct support for AFS Business Continuity documentation, planning, and annual testing; execution of all Crisis Management planning, activities or events; accountability and recovery of AFS assets; conducting facility risk assessments; planning coordination and support for all secure-area build-out, renovations and construction security requirements; oversee lifecycle performance and O&M for all intrusion detection, badging, access control system, server applications and full-scope CCTV operations; as well as credentialing and facility access configuration IAW AFS standards and client requirements.

The manager will be responsible for all program documentation, metrics, budget planning, strategy and reporting, as well as development, evolution and automation of supporting workflows, applications and capabilities. The position requires routine reporting and engagement with key AFS leadership, USG CI personnel and corporate stakeholders on potential concerns, investigation and mitigation of insider threats. The candidate will be required to possess and maintain an active TS+ clearance and proper protection of privileged and confidential information. The officer must be proficient at effective communication, influencing change, and able to adapt quickly to shifting priorities and requirements.

Key Responsibilities:

  • Lead and execute a proactive, predictive and preventative security program for the mitigation of threats and protection of AFS personnel, information and facilities.
  • Effective collaboration and coordination within S&ID and other corporate function partners for successful business resiliency, continuity and compliance of AFS programs and client delivery.
  • Implement and maintain tested, actionable, well-coordinated and communicated crisis management, emergency action and access control plans.
  • Ensure advance awareness, planning and preparation for all secure area (physical/technical) needs, construction security related requirements and client engagement for proper and successful client inspection, accreditation/s or certification.
  • Facilitate all Counterintelligence and Insider Threat Working Group activities, meetings, partner relationships, and 32CFR Compliance requirements, inclusive of all related investigation coordination, documentation, records and reporting
  • Manage AFS facility guard and security vendor contracts, requirements and quality of service
  • Maintain, update and apply relevant AFS policies and standards for leading the Protective Services Branch as a best-in-class service in support of AFS
  • The position offers the opportunity for a hybrid work model during core business hours (0900-1700) but requires the candidate to be in the office 3-5 days per week for more direct leadership engagement, visibility and collaboration.
  • The primary work location will be in AFS Chantilly, VA (Parkstone), but the candidate must be flexible in support of shifting AFS requirements or emerging threats that could determine the time, duration and location for local on-site presence.
  • Candidates must be available to travel outside the Washington Metropolitan area 1-2 times a quarter, short in duration, to other AFS locations, conference or mission-based needs.

Here's What You Need:

  • U.S. Citizenship required
  • Active TS level clearance with SCI eligibility
  • 10+ years of relevant industry or prior USG experience
  • Proven and effective leadership experience
  • Prior experience conducting threat analysis and written assessments
  • Ability to form and maintain key relationships with US Government Intel, Civilian and Military agencies
  • Understanding of 32 CFR Part 117 physical/access control and the Intelligence Community Directives, ICD 705 requirements
  • Investigative experience
  • Strong project management background or experience

Bonus Points if you have:

  • Certified Protection Professional (CPP) or equivalent certificate
  • Experience with Government SOC operations
  • Prior Facility Security Officer (FSO) experience
  • Bachelor’s degree or Advanced Degree in a related Security or Business/Program Management area

The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
