Fire Protection Systems Supervisor (On-Site Supervisor / Project Supervisor)
Position Overview
The Fire Protection Systems Supervisor is responsible for overseeing all inspection, testing, and maintenance (ITM) activities performed under the contract at the VA New Jersey Healthcare System East Orange Campus. This position ensures full compliance with the Performance Work Statement (PWS), applicable NFPA standards, Joint Commission requirements, and VA policies while serving as the primary on-site supervisory authority and point of coordination with the Contracting Officer’s Representative (COR).
Key ResponsibilitiesSupervision & Management
Provide on-site supervision for all contract work, including work performed by subcontractors, ensuring continuous management presence as required by the PWS.
Coordinate daily activities, staffing, scheduling, and task sequencing to meet annual, semi-annual, and quarterly ITM requirements.
Ensure all technicians performing work are properly certified (NICET) and competent for assigned tasks.
Compliance & Technical Oversight
Ensure all inspections, testing, and maintenance are conducted in accordance with NFPA standards, including but not limited to NFPA 25, 72, 10, 96, 99, 101, 17A, and applicable Joint Commission Elements of Performance. C03 36C24224P0521
Oversee ITM activities for:
Wet and dry sprinkler systems
Fire pumps and backflow preventers
Fire alarm supervisory devices
Kitchen hood suppression systems
Fire extinguishers
Fire department connections (FDCs)
Ensure a qualified individual is present at the Fire Alarm Control Panel (FACP) whenever systems are placed in test mode.
Reporting & Documentation
Review, approve, and submit inspection, testing, and maintenance reports within 5 working days of service completion.
Ensure all documentation complies with Joint Commission EP-28 requirements, including activity details, frequencies, inventory, personnel information, referenced NFPA standards, and results.
Identify discrepancies immediately and prepare corrective action recommendations and repair quotes for submission to the COR within required timelines.
Coordination & Communication
Serve as the primary on-site liaison with the VA COR for scheduling, access coordination, performance updates, and issue resolution.
Develop and submit an annual ITM schedule and option-year schedules at least 15 days prior to the start of each performance period.
Coordinate emergency response services and ensure technician availability within 24 hours of notification.
Quality Control & Safety
Enforce VA safety, security, and conduct policies, including key control, fire response procedures, confined space, lock-out/tag-out, fall protection, and no-smoking policies.
Monitor performance quality and immediately correct deficiencies identified by VA representatives.
Ensure all Government-furnished equipment (e.g., radios) is properly used, maintained, and returned daily.
Required Qualifications
Demonstrated experience supervising fire protection system ITM contracts in healthcare or large institutional facilities
Working knowledge of NFPA codes and Joint Commission requirements
Ability to manage certified technicians and subcontractors on-site
Strong documentation, reporting, and communication skills
Ability to coordinate work during normal hours, after hours, weekends, and holidays as required
Preferred Qualifications
NICET certification (Level II or higher) in Fire Protection or related discipline
Prior experience working on VA or federal contracts
Experience acting as on-site supervisor or project manager for multi-system fire protection contracts
Work Schedule
Primary hours: Monday Friday, 7:00 AM 4:00 PM
Additional hours required for:
Fire pump and hydrant testing (Saturdays)
Kitchen hood suppression systems (off-hours, 7:00 PM 6:00 AM)
